Crime Down / Noise Up The number of bars in the 17th Precinct has increased tremendously, from 196 in the year 2001, to 227 last year, making the quality-of-life in Turtle Bay a little less comfortable. We urge you to call the TBA office (212) 751-5465 with complaints about noisy bars. Be sure to give us the times, dates and locations when you call.
